NEW ORLEANS, Sept. 13 - President Bush, who is scheduled to make his first address to the nation about the Hurricane Katrina disaster on Thursday, said today that he accepted responsibility for the extent to which the federal government fell short of its share in relief efforts.I predict that before the week is through Scott McClellan will contradict the President. This admitting failure thing won't last.
